~(으)면서 can also express a contrast -- doing something contradictory to what one says or claims.

In this usage, the speaker is pointing out a contradiction or hypocrisy. The tone is often accusatory or surprised.

Critical Rule: Same Subject Required

Both clauses must have the same subject. This is a strict rule for ~(으)면서.
